Community Asset Transfer

What is a Community Asset Transfer (CAT)?

The Community Empowerment (Scotland) Act 2015, section 5 sets out a clear process for community groups and voluntary organisations interested in taking on responsibility for buildings, land or public facilities. This can be done through a short or long-term lease or full ownership.

Buildings or land may include: 

  • public halls
  • town halls
  • community centres
  • parks and play areas

Our aim is to transform public buildings into successful community assets with social, economic and environmental benefits for local people.

How can you get involved in this process?

There are some criteria that you must meet before you apply:

  • you must be a constituted community group
  • you will need a reasonably well established sustainable business plan
  • you must be able to demonstrate the community benefit from the CAT

Other criteria may be required for full ownership of the asset rather than a lease.

Community Asset Transfer - news and updates

We have received multiple expressions of interest for Community Asset Transfers for the following council-owned facilities:

  1. Janet Hamilton Centre / Coatbridge Outdoor Sports Centre (Langloan Street, Coatbridge, ML5 1HH) 
  2. Fallside Secondary School (Sanderson Avenue, Viewpark, G71 6JZ)

Due to the level of interest, Eligible Community Transfer Bodies (CTB) are invited to submit a formal application with  supporting evidence to NLCCommunityOwnership@northlan.gov.uk by the following deadline dates:

  • Janet Hamilton Centre / Coatbridge Outdoor Sports Centre - 5pm on Sunday 31 March 2024.
  • Fallside Secondary School - 4.45pm on Wednesday 31 January 2024.

All formal applications received will be reviewed and if everything is in order as laid down in the Community Empowerment (Scotland)  Act 2015, a validation notice will be issued.

The setting of a deadline date and the submission of applications does not guarantee a successful Asset Transfer outcome.  All validated applications will be assessed and will proceed through the established process.
