Ravenscraig Levelling Up Fund bid

Preparing for and supporting the next phases of development in Ravenscraig.

We are developing proposals to develop a large site in Ravenscraig. We have applied for support from the UK Government’s Levelling Up Fund to help us prepare the ground so we can build on it.

By doing the ground preparation work, we aim to:

  • support development at the heart of the masterplan
  • build on the early development of the Sports Facility and College
  • enhance our recent and current investment

The proposal will complement:

  • City Deal transport infrastructure
  • the new Park and Active Travel connections
  • the new Employment Access Road provided by Ravenscraig Limited

The proposed 7.5-hectare site lies directly south of the new park, with Robberhall Road to the west and the new walking and cycle route to the east.

The site is within the mixed-use town centre plots of the 2018 Ravenscraig masterplan. 

What do we propose to do?  

We are looking to create a development platform for future mixed-use of the site. 

The work will include:  

  • Improving the ground of the former steelworks to make it suitable for future development by removing buried structures, filling in holes and treating contamination, providing a clean site. 
  • Providing new utilities and services infrastructure including more electricity capacity, creating energy links for the future mixed-use development, and providing sustainable urban drainage.  
  • Providing new pedestrian, cycling and road access around the site.

      Engaging with you about the proposal

      Pre-application consultation:

      • as part of the planning process we must go through, we have submitted a Proposal of Application Notice.
      • this explains the work we plan to do and will form the basis of the proposed future planning application.

      We held pre-application consultation events in October, online and in person at the Ravenscraig Regional Sports Facility. 

      Many thanks to those who were able to attend and to those who have given feedback at the sessions or by email. 

      The comments and feedback will help us develop the detail of the proposals for the future planning application. 

      There will be further formal consultation once we make our planning application.

      The deadline has passed for formal comments to be provided on our initial proposals.

      Future development 

      The work will provide the infrastructure and conditions for a future mixed-use development including:

      • residential
      • community uses including a potential community hub (the first primary schools subject to further consultation)
      • commercial spaces 

      The detail of the future development will be the subject of separate detailed planning applications and public consultation. 

      Next steps  

      The application for funding and developing our proposals 

      Following a further update from the UK Government, we expect to find out if our application for UK Government support has been successful by the end of this year. 

      The Levelling Up Fund requires that projects should be able to spend any funds awarded by the end of March 2025, with some allowance for spend during 2025-26 on an exceptional basis.   

      The timescales are challenging but can be met, however in order to meet it we needed to begin developing our proposals before the outcome of the funding application is known, including:

      • undertaking the pre-application
      • preparing for planning

      The preparations for planning will continue during the autumn.  

      Our timescales

      If our application for funding is successful, we will submit our planning application shortly after and begin preparing to engage contractors.

      Subject to funding and planning permission, we hope to start works on site during autumn 2023. 

      Follow on mixed-use development  

      If our application for funding is successful, proposals for the mixed-use development will begin to be developed in 2023.

      The development would follow the completion of the initial works supported by the Levelling Up Fund and would begin in 2025.
