What are ALEOs?
ALEOs are arm's-length companies, trusts or partnerships that operate independently from the council but remain subject to an element of council control or influence.
Control or influence is often demonstrated through the council owning shares in an organisation, being a major funder, having representation on the board of directors or being able to impact the organisation's financial or operating policies.
What are our responsibilities regarding ALEOs?
Although ALEOs operate independently to the council, we remain accountable for the public services which are delivered and we are required to demonstrate that any public funds spent through our arm's-length bodies represent Best Value and support us in delivering The Plan for North Lanarkshire.
We currently deliver a variety of services including housing repairs, commercial property management/letting, leisure and culture through ALEO arrangements and have control or influence over a number of external bodies.

- Strathclyde Partnership for Transport and Concessionary Travel

Our Business Relationships Team is responsible for supporting the council to maximise the benefits it recieves from operating its ALEO arrangements.
