Evidence report

The North Lanarkshire Local Development Plan 2 (NLLDP2) Evidence Report has successfully completed independent assessment through the Gate Check process.

In accordance with Section 16B of the Town and Country Planning (Scotland) Act 1997 (as amended), North Lanarkshire Council submitted its Evidence Report to the Scottish Ministers on 19 June 2026 for independent assessment by a Reporter appointed by the Scottish Ministers.

The Evidence Report represented the first formal stage in the preparation of NLLDP2. It brought together the council's evidence base, engagement findings and assessment of the key matters that will influence the future planning and development of North Lanarkshire.

Following assessment, the appointed Reporter concluded that the Evidence Report contains sufficient information to enable the preparation of the next Local Development Plan. This means that North Lanarkshire Council can now proceed to prepare the Proposed Plan for NLLDP2.

The Reporter has also provided a number of advisory comments to assist the council as work progresses. While these advisories do not prevent the Evidence Report from passing Gate Check, they highlight matters that should be considered during the preparation of the Proposed Plan.

The council is currently reviewing the Gate Check Report and considering how the advisories will be taken forward through the next stage of plan preparation.

Work is now underway on the preparation of the Proposed Plan for North Lanarkshire Local Development Plan 2. The Proposed Plan will set out the council's spatial strategy and planning policies to guide future development across North Lanarkshire and will be subject to further consultation before being finalised.
