Council budget 2027-28

Every day, the council provides hundreds of services that support people, families, communities and businesses.

But the council is facing a budget gap of £75.545m over the next three years to 2029/30.

Although we have made recurring savings of around £200m over the last decade, we will have to consider all of the services we provide to residents and businesses to make more savings over the next three years.

The Council’s approved net revenue budget for 2026/27 is over £1.1 billion. Approximately 82% of funding is provided through Scottish Government grant, with 17% generated through Council Tax income.

The revenue budget supports the day-to-day delivery of Council services and covers expenditure such as employee costs, supplies and services, contracted services, utilities, transport and other operational costs required to deliver services to residents and communities.

The budget breakdown for each service is below:

We provide a range of services. From giving children the best start in life through early learning, schools, additional support needs and help for children and families who need it most, and for those who need support and protection through social services, adult and elderly care, or those experiencing domestic abuse.

The council helps residents deal with the impact of the cost of living, through benefits and welfare advice and support for housing and council tax.

We help those who are homeless and keep communities clean and safe, picking up waste and recycling bins, cleaning streets and providing environmental health, trading standards and community safety services. We look after the places residents use everyday, like roads, pavements, streetlighting, parks, open space, cemeteries, libraries and leisure centres.

And we help people to live healthier and fulfilling lives with access to leisure, sport, libraries, culture, community facilities and opportunities to get involved locally with the voluntary sector.

We help people into work, training and learning, support businesses and attract investment. Our planning, town centre regeneration, infrastructure, action on climate change and statutory and regulatory duties help shape the places where people live and work, and so they work well and safely.

In addition, the Council maintains a separate Capital Programme which covers a five-year period.
