Enterprise Project

To realise our ambitions, we are carrying out a phased approach to deliver a full range of interconnected property, community asset and infrastructure investments to ensure we deliver on our shared ambition for inclusive growth and prosperity for the people and communities of North Lanarkshire.

There are four project objectives, as follows:

  1. Through the scale and extent of interconnected activities delivered, secure significant additional value that feeds into the wider economic growth ambitions. For example, in areas such as inward investment to improve the North Lanarkshire infrastructure, employability, carbon neutral infrastructure and the use and advantage of emerging technologies such as digital and energy.
  2. Bring together aspects of infrastructure ‘place shaping’, from investment, professional services (such as design, and technical services), through to construction, for example new housing, schools, roads, town centres and associated backbone infrastructure (land feasibilities, energy).
  3. Bring together comprehensive asset maintenance and lifecycle management, for example property repairs, roads repairs.
  4. Link all related service activities and contracts together to enable strategic development, interconnected end-to-end delivery and programming of investment priorities such as the delivery of new facilities, regeneration, and development as well as deliver benefits of sustainable assets through the servicing of existing, regeneration and new development assets.

As part of the Enterprise Project, we have awarded contracts to support the delivery of the above objectives. Further details on each contract are outlined below. These contracts deliver a range of service improvements, increase efficiency and importantly create significant social value for the local area.

Housing & Corporate Maintenance & Investment Services

The Housing & Corporate Maintenance & Investment Services Contract (the “Housing & Corporate Contract”), awarded to Mears Limited for an initial eight-year term and went live in July 2024. The Housing & Corporate Contract provides reactive maintenance, statutory compliance, servicing and inspection services, as well as programmes of works to the council's existing assets at scale, related to or ancillary to maintenance and legislative compliance services for housing assets (approximately 37,000 homes) and corporate assets (approximately 1,200 buildings).

Roads & Infrastructure Maintenance & Improvement Services

The Roads & Infrastructure Maintenance & Improvement Services Contract (the “Roads & Infrastructure Contract”), awarded to Hochtief PPP Solutions for an initial eight-year term and went live in October 2024. The Roads & Infrastructure Contract provides reactive maintenance, incident response services, routine maintenance, winter maintenance planning / delivery, network inspections, investment / improvement projects and programmes and other related work to the council's existing roads assets at scale.
