Key leadership role within the Brighter Futures Programme of Work with specific responsibilities for NL Academies and enhancing the return on Social Value from procurement across the council.  There is responsibility for ensuring strong and effective co-ordination and engagement across services, activities and programmes which underpin and feed into this work. A critical aspect of the role is ensuring that there is a consistent approach, pace, and momentum on delivery of the NL Academies model within key industry sectors.

Innovative and collaborative partnership approaches are planned and led, with co-production required across a wide range of services and stakeholders, both internal and external to realise the full social and economic benefit of this work for our critical growth sectors and our wider economy.

Responsible for creating and implementing programmes and interventions that contribute to the development of a thriving and resilient workforce for the future of North Lanarkshire.   

The NL Academy Delivery Manager coordinates, develops, delivers and monitors the work of the Academy working with businesses across key priority industry sectors:

• Built Environment & Construction
• Digital
• Health & Social Care

The NL Academy Delivery Manager contributes to development of key workforce strategies and plans delivering against the commitments set out in the Council’s Brighter Futures ambitions.

Responsible for delivering across three core areas:

• Project Management and Delivery – managing the planning, monitoring, control, and execution of all project elements to ensure successful outcomes.
• Programme Management Support – providing practical support to programme and project leads within the NL Academy Model and the Brighter Futures Programme of Work. This includes championing the use of programme and project management methodologies, controls, and best practices.
• Business Analysis – collecting and analysing data to evaluate project and programme performance, identifying root causes of underperformance, and working collaboratively with team members to develop effective solutions.

Responsible for implementing and monitoring a Social Value Framework for the council to ensure maximum value is driven from the council’s procurement activity.  This role is vital in driving consistency across services and delivering significantly improved outcomes.

The Social Value Manager also  strategically manages the value being delivered across the portfolio of projects and supports contract and supplier managers within service areas across the council to scrutinise current  and newly developed contracts , and those in development to ensure social value is being fully realised, and planninged and directed into future contracts. This includes assessing where flexibility exists to combine and / or redirect social value to increase contribution towards the Programme of Work priorities, including programmes and apprenticeships within Brighter Futures.

Supports the NL Academies team in ensuring it maximises every opportunity to deliver the highest standards of service, performance and best value to our communities and to make a real difference to the lives of young people living in North Lanarkshire. Responsible for a range of support activities from assisting with arranging events, communicating with internal and external contacts and undertaking general administrative tasks such as invoicing and performance reporting.

Responsible for facilitating and delivering an ambitious approach to early careers and future talent development for the council.  While based within the Talent and Development Team, this role fully supports the delivery of the NL Academies model under the Brighter Futures Programme of Work in creating pathways of opportunity for residents within North Lanarkshire and supporting key industry sectors with skills and workforce gaps.
