Council tax exemptions and empty dwellings

An occupied house:

Which is occupied by a person who is a Care Leaver. A Care Leaver is a person who:

  1. is at least 18 years of age but not yet 26 years of age
  2. was on that person’s sixteenth birthday or at any subsequent time “looked after” by a local authority, and
  3. is no longer “looked after” by a local authority

and the occupied house is not the sole or main residence of any person other than:

  • another care leaver
  • a student
  • a student’s spouse or dependant who is not a British Citizen
  • a person disregarded for discount purposes on the basis of being severely mentally impaired or a school leaver, or
  • a person under the age of 18 years
