Call for Ideas and Sites - 2025 to 2026

Call for Sites

We are now inviting submissions of land that you would like us to consider for possible inclusion in the next North Lanarkshire Local Development Plan. This Call for Sites allows landowners, developers, community organisations and other stakeholders to promote land for development, regeneration, or protection.

The Call for Sites is open to all suggestions and proposals, however the sites most likely to be supported for allocation in the proposed Local Development Plan 2 are those that clearly demonstrate deliverability, long term sustainability, and alignment with the policy principles of NPF4. These sites will then be appraised against identified needs and land requirements, and the council Ambition priorities.

Before submitting a site, please read the guidance below to ensure your submission contains the information we need to assess it properly.

Who can take part?

Anyone with an interest in land within North Lanarkshire can take part in the Call for Sites. This includes landowners, developers, agents, community councils, local groups, businesses, public and third sector partners, and residents who wish to submit a site for consideration.

You don’t need to own the land to make a submission, however if you don’t own the land we suggest:

  • informing the landowner that you are submitting the site
  • providing ownership details where known
  • confirming whether the land is likely to be available if allocated

This supports later checks on deliverability, which is a key part of the site assessment process.

How to send us your sites?

We are asking that sites be submitted via a stepped process.

Step 1: Send us the Call for Sites Initiation form. We encourage you to send this in to us as soon as you can.  This gives us the basic details we need including the site location, size, and your proposal so we can register it.

Once the proposal is mapped in our systems, the following information will be generated:

  • Site area: The total site area will be calculated using GIS.
  • Planning history: Relevant planning history for the site will be extracted from our records.
  • Land type: The land type (brownfield, greenfield, or mixed) will be determined from our existing datasets.
  • Vacant and Derelict Land status: We will identify whether the site currently appears on the Vacant and Derelict Land Register.
  • Current land use: The present land use at the site will be taken from our records.

We will then review any initial constraints identified and advise you of any additional, site specific information required, beyond what is outline in our Site Assessment Methodology.

Step 2: If we need more information to check whether your site can be delivered, we will ask for it and explain how to upload it. Depending on what you submit, or feedback from consultees, we may request further details.

Step 3: Once all sites and supporting information have been received, we will appraise and prioritise them for potential inclusion in the next Local Development Plan.

Step 4: Each site will then be fully assessed against NPF4 policies, the land and infrastructure needs of the next Local Development Plan, and the council’s Ambition priorities.

After scoring and ranking, each site will be given one of three outcomes: Preferred, Reasonable Alternative, or Not Preferred.

What happens next?

We aim to close the Call for Sites during August 2026.

We may share details of your submission, in full or in part, with key agencies when seeking their advice on potential impacts.

Following consultation with key partners, all sites for inclusion in the next Local Development Plan will be made publicly available on this web site. Specific timescales will depend on the number of sites submitted.

At the end of the Call for Sites process, we will publish a map showing the site identification number and site name (as issued by us), your name, organisation, and the proposed use of the land.
