We have prepared a draft local transport strategy (LTS) and are keen to find out your thoughts on it, especially the actions. We would appreciate it if you would take some time to answer a few questions and provide additional feedback if you wish.

The consultation is open between 15 December 2025 and 8 February 2026.

Local Transport Strategy (LTS)

The LTS is a key policy document we have developed to outline our vision, objectives, and plans for managing and improving transport systems within North Lanarkshire.

It serves as a roadmap for addressing current and future transport challenges while supporting national goals, and ensuring that the needs of residents, businesses, and visitors are met in a sustainable and efficient manner. The rationale for the LTS is outlined in the Case for Change report which identifies the key challenges, opportunities, and objectives that justify the need for change.

Alongside the draft LTS, we’ve also developed the following important statutory assessments:

The Strategic Environmental Assessment (SEA) Environmental Report is the main document for the SEA which sets out the assessment of the draft LTS and reasonable alternatives, and presents the information required by the Environmental Assessment (Scotland) Act 2005. The Environmental Report is accompanied by the SEA Scoping report which outlines the scope for the SEA process, including the evidence base, key issues and SEA Framework against which the LTS has been assessed.

The Habitats Regulations Appraisal (HRA) assesses whether the LTS might have significant effects on sites designated for their ecological importance, such as: Special Areas of Conservation (SACs), Special Protection Areas (SPAs) and Ramsar Sites (wetlands of international importance).

The Integrated Impact Assessment (IIA) combines four social impact assessments to evaluate the potential effects of the LTS. The IIA includes an Equality Impact Assessment, which examines the potential impacts on groups with protected characteristics; a Fairer Scotland Duty Assessment, which considers how the LTS affects socio-economic inequalities; a Child Rights and Wellbeing Impact Assessment, which reviews the impacts on children; and a Health Inequality Impact Assessment, which evaluates potential health impacts associated with the LTS. The IIA establishes a population baseline, a review of key local issues relevant to the LTS, assesses the potential impacts and offers recommendations to mitigate negative effects and maximising positive impacts.
