Proposal to amend our Admissions Policy (Placing Requests) for mainstream schools
The consultation is to ensure that we balance parent and carer choice with the practicalities of school capacity and educational provision.
The consultation period was extended by ten days, excluding school days, due to a technical issue and to allow for further consideration. The public consultation period will be further extended from 14 August 2026 to 21 August 2026 and this will be reflected on the updated timeline in the document below.
While the system prioritises local access to education, it also provides flexibility through placing requests and early entry options. The structured prioritisation ensures fairness and transparency in the allocation of school places.
Parent and carers may request that their child attend a school other than their designated catchment school. This is known as a placing request. Whilst we try to accommodate such requests, approval is subject to availability.
The overarching aim of our exclusion policy is to support schools to keep all children and young people fully included, engaged and involved in their education and to improve outcomes for all children and young people, with a particular focus on those who are at risk of exclusion.
Additional Support Needs (ASN) placements have their own admissions policy.
This is the current admissions policy for mainstream schools.

Statutory Consultation Process - Education
Inaccuracies/Omissions/Deletions within document: Sentence within Section 2.1.7, 2.2.7, 2.3.7 deleted. Admissions policy proposal document updated.
The following amendment has been made to the proposed policy, highlighted in italics as follows:
(a) Children who live in the catchment area, including any who previously could not be accommodated in the school in accordance with the following priorities:
- Those children with a specialist request as per section 2.5 that can only be accommodated within the requested school.
- In the case of a denominational school, where applications from those living within the catchment area exceed the number of places available, priority will be given to those pupils who have been baptised into the Roman Catholic Church, as evidenced by a Baptismal Certificate.
This amendment is in line with the information provided to the Education Committee on 3 March 2026 at Section 2.1.8 in the following report.
