Construction traffic in East Airdrie

There is an increase in large construction traffic in the east Airdrie areas due to works at Springbank Quarry and the project to replace University Hospital Monklands.

Construction traffic is temporary but will continue over several years.

Springbank Quarry is being infilled which involves lorries travelling to and from the site along the A89 Forrest Street, Towers Road, Roughrigg Road and Stepends Road.  These works are currently expected to be complete by September 2029.

Monklands Replacement Project  (MRP) enabling works are also underway at Wester Moffat. Construction traffic is currently accessing a construction compound off Stepends Road. There are two possible routes to the compound: via the A73 Carlisle Road to A89 Forrest Street and Towers Road; or from the A73 Carlisle Road to Petersburn Road, Varnsdorf Way and Towers Road. 

Future phases of construction will rely primarily on a new temporary access road to be built on the south side of Stanrigg Street in Plains but some construction traffic will still use the existing compound on Stepends Road.

NHS Lanarkshire has a website for the new hospital. The hospital is currently expected to be completed by 2031.

Mud on surrounding roads 

The deposit of mud and loose materials from vehicles on the public road is an offence under Section 95 of the Roads (Scotland) Act 1984. All drivers and operators must ensure that appropriate steps are taken to ensure that no hazard on the public road is created as direct result of their operations. Both contractors have been reminded of their obligations to keep the road network clear.  Please report any concerns regarding the condition of affected roads (including mud on the road).

Planning permissions for both sites require each site operator to carry out a variety of mitigation measures designed to minimise mud on surrounding public roads including the use of wheel wash facilities and mechanical road sweepers.  We will continue to monitor the situation and work with developers.  If you have concerns that the planning permissions are not being complied with then you can  make a suggestion or complaint about planning enforcement.

Vehicle speeds 

Concerns have been raised in the area about the speed of some vehicles using Towers Road, Petersburn Road and Varnsdorf Way.

Police Scotland has the enforcing powers for speeding, and they will consider what speed monitoring and enforcement is required. Police Scotland is aware of these issues and we will continue to engage with relevant parties to raise any ongoing concerns.

Going forward

We will continue to work with developers to comply with planning requirements.

As works progresses at both the MRP and Springbank Quarry sites, we will monitor any impact on the road network and work with developers to address these.

For the MRP site, as works progress, we will assess any impact on the road network and agree any necessary road improvements to accommodate the increase in construction traffic.
