Cashless Service

What is the policy/strategy/function/trying to achieve/do?     

Following a review of current cash transactions within Leisure facilities this lays out a proposal for the removal of cash from 2 venues on a 6 month trial basis with the objective of removing risk and streamlining efficiency in line with the current digitalisation roadmap.  It is proposed that, subject to a positive trial period, this may be further rolled out within the service.

In recent years, both as Active NL and in the former CLNL there has been a significant push towards self-service and online bookings, accelerated further by the necessity to strictly manage attendance numbers during covid restrictions.  The Active NL app currently has had 64,180 downloads with an average of 75 new customers downloading daily and 76,400 modules opened every week.  Customers can use the app to book classes, halls, pitches and other activities within Active NL venues. Currently, 87% of all fitness classes are booked online via the app or website function with 83% using the app.  With the inclusion of a gate entry system at most of the larger venues and some smaller venues this allows for a fully self-service booking and attendance option for customers. 

In person payments account for 13% of overall transactions - of these transactions 60% are currently made by card however this varies on a site-by-site basis.

If this is a budget saving, how will the saving be achieved?

This is not a budget saving.

If this policy is subject to the FSD what does it suggest about the impact or potential impact on socio-economic disadvantage? 

While not a major strategic decision and not subject to FSD, we recognise that there are still small numbers of people in Scotland who have no bank account/banking access.  Information and resources can be made available to customers who require support in this area.

Give details of the impact it has on groups and individuals 

Age

Junior customers do not always have the facility to pay by another method.  Options to use a Go Henry or similar card are available however alternative top up card options using our existing systems are being explored, including those similar to school meal top-up systems.

Disabled people and people with long term health conditions

Some of our customers attend with a family member or carer and often choose to pay cash on arrival.  While there is a significant volume of information available from Citizens Advice and Scope UK, it is clear that there is no one solution that is preferred by those in need of support.  It is proposed that we work with our customers during the pilot phase to ensure they are comfortable with how to access services and a sufficient lead-in time is available. 

Other Groups

Planning for a new service delivery model has sought to minimise impact wherever possible.  Alternative options will be made available, wherever possible. We do not anticipate any disproportionate impact.

Employees

We anticipate positive outcomes for staff around strengthened security measures and addressing key issues from recent audit report.

If a trial is approved, results will be used to consider whether this should be further rolled out to other venues.

What actions/measures will be put in place or are planned to mitigate any adverse impact or promote equality? 

Age

As above, it is recognised that junior members may not have other means of payment. 

We will ensure alternative top up or child’s debit cards are available.  Ensure advice is available to all customers as needed.

Disabled people and people with long term health conditions

We recognise some customers may require support.

We will work with key groups to ensure workarounds are available.

Employees

We anticipate overall positive outcomes for staff.

We will ensure staff are fully briefed before the introduction of changed approach during trial.

All measures/potential impact will be reviewed on the outcome of trial to understand if any further action is required.
