Enterprise Project (Equality Impact Assessment)
What is the policy/strategy/function/ trying to achieve/do?
The Enterprise Project aims to enter into a full strategic partnership providing a new approach to the delivery of inter-connected property, community assets and infrastructure investments
If this is a budget saving, how will the saving be achieved?
The Enterprise Project is not identified as a current budget saving, however, by creating synergies, bringing resources, financing and innovative ideas is expected to maximise revenue savings and generate income and capital efficiencies across the Council’s portfolio of assets and services.
If this policy is subject to the Fairer Scotland Duty what does it suggest about the impact or potential impact on socio-economic disadvantage?
A key objective of the project is to:
- drive inclusive economic growth
- support local enterprise development
- increase skills and
- generate sustainable employment to reduce poverty and inequality.
A benefits realisation plan will be developed, fully considering the impact of the partnership.
Give details of the impact it has on groups and individuals
Schools/nursery asset development is included in the scope of the project.
Needs of all age groups require consideration in community regeneration.
Need to consider within the Benefits Realisation Plan how such a major investment can bring about opportunities for:
- young people who are more likely to experience under employment, low pay, zero hour contracts..
- disabled people who are more likely to experience low employment rates, poverty etc. than non-disabled people.
- women who are known to experience low pay, poverty disproportionately to men and are by far provide the greatest proportion of unpaid care for families
- Black, Asian and Minority Ethnic people who experience higher levels of unemployment, lack of progression in employment leading to higher incidences of poverty, and
- The project is likely to have an impact on employees of the Council. At this point the extent of this is unknown.
What actions/measures will be put in place or are planned to reduce any adverse impact or promote equality?
The community benefits realisation plan as part of the ask within the procurement process will ensure a targeted approach to bring about opportunities for young people, disabled people , women and Black, Asian and Minority Ethnic people as well as other priority groups.
