Contribution to Council budget strategy to be considered on 26 February 2026.

If this is a budget saving, how will the saving be achieved?

The Education & Families Service has undertaken a critical review of the current funding availability and expenditure profile within the allocation of allowances to foster carers and kinship carers. This analysis has highlighted a budget cut can be applied whilst maintaining the existing operating and delivery model. 

Give details of the impact it has on groups and individuals 

There is an underspend across all fees and allowances due SRA monies and a longer-term trend in the reduction of NLC foster carers (retirals from service (due to age) combined with challenges recruiting). Overall our care experienced population is relatively stable, however, the balance of care has changed with increased use of kinship care (13% increase in past 5 years).
