What is the policy/strategy/function trying to achieve/do?
To introduce a structured online submission process for Road Construction Consent (RCC) applications, improving efficiency, accessibility, consistency and accuracy in handling statutory applications submitted by developers, engineers, and agents.

This process change is not identified as a budget saving.

This is an operational process change and does not meet the criteria for assessment under the Fairer Scotland Duty.

The process is expected to have a positive impact by providing a structured, consistent method for submitting RCC applications.
To avoid indirect discrimination, the process ensures that people experiencing digital exclusion or language barriers are not disadvantaged.
What actions/measures will be put in place or are planned to mitigate any adverse impact or promote equality?
We believe inclusive and transparent processes protect everyone’s right to participate in public life. Maintaining non-digital options helps reduce barriers for businesses and individuals affected by digital exclusion.

- Ensure online information meets accessibility standards
- Provide assisted digital support
- Offer translation and interpretation services on request
- Provide training for employees to support the process change
