What is the policy/strategy/function trying to achieve/do?
Transform the energy inefficient, single use sports facility into a new larger building with the lowest carbon emissions practically achievable while widening out the health and wellbeing, tourism and economy benefits for all.
If this is a budget saving, how will the saving be achieved?
This project removes the need for gas heating by installing a closed loop watersource heat pump and solar PV array. Savings will be achieved over time as gas prices rise.
If this policy is subject to the FSD what does it suggest about the impact or potential impact on socio-economic disadvantage?
This project has the potential to reduce socioeconomic disadvantage as it provided better quality, more long term sustainable public facilities close to communities currently facing the highest socioeconomic disadvantage. Access to good quality greenspace and health and wellbeing facilities is linked to better life outcomes, one of the factors these communities often score poorly on. The project also has the potential to create jobs not only during construction but also in operation long term, through the start up business space and the café. There are also improved accessibility features in the new building design which will help those facing barriers to inclusion.
Give details of the impact it has on groups and individuals
Physical access measures improve the range of people, especially those facing high barriers to participation who can benefit from the building and wider park setting. For example the new Changing Places toilets on the ground and first floor.
Creating jobs during construction and operation, through the start up business space and the café, improves employment. Unemployment is a particular factor impacting on socioeconomic disadvantage. Creating a sustainable building from which employment opportunities can continue to grow in the park is a key driver for this project.
What actions/measures will be put in place or are planned to mitigate any adverse impact or promote equality?
The building has been designed utilising not only physical accessibility but also some ‘trauma informed design’ principles which can mitigate the adverse impact previously created through ‘institutional’ feeling spaces which created mental barriers to access for residents accessing public services.
Equality will be further promoted through Breast Feeding friendly spaces and video guides to the Changing Places facilities enabling customers with the highest barriers to access to see the facilities and confidently plan their visit accordingly.
